President Mugabe has stood up his Commonwealth colleagues at the very last minute. The Prime Minister, Mr Howard and Commonwealth Secretary-General Don McKinnon arrived in Nigeria expecting to meet with Mr Mugabe, but the elusive leader has changed his mind.
The Zimbabwean Government says Mr Mugabe didn't like the tone of a letter he received from Mr Howard. The letter of invitation was formal, polite and to the point, but President Mugabe found it offensive. His officials say it gave the impression that he was to be court martialled at the Commonwealth talks.
Mr Howard has dismissed President Mugabe's objections to the invitation to the talks. He says the letter was courteous.
