The Mounties did arrive first in St. Bernard, one of the worst hit and underserved areas per one of the parish officials.
I also heard thru www.wwl.com or maybe wwwl.nola.com that one sheriff was told he needed to fax his request if he wanted it filled, in a parish that had no electricity or phone lines!!!
