The head of FEMA needs to be a compasionate, screw the paperwork person, I just can't imagine what was going thru this man's head. There are *still* countries ready to send aid waiting to hear back while the beaurocrats shuffle paper. It can't all be blamed on this one guy.
The whole thing is almost unbelievable, I read that the Canadian Mounties got there before anybody from FEMA!
