In the state in the US where I live, almost half of the bridges routinely fail to pass a mandatory structural inspection. Yet when one enters the state on a major highway, there is about a mile of solid signage of the traffic laws.
One is first greeted by a huge "welcome to XXXXX" sign.
Then a speed limit sign
Then exceptions to the speed limit sign
Then a sign indicating that the roads are typically slipppery when wet.
THen a sign to turn on headlights when it rains.
THen a sign to yield to emergency vehicles.
Then a sign to put on your seat belt.
THen a sign that the said structually unsound bridges will ice before the road.
Then a sign that the next rest stop is XXXX miles ahead.
Then a sign that the shoulders of the road are not for long term parking.
Then a sign that slower traffic must keep right. All that is missing is a sign saying "Drivers must keep eyes on road".
Seldom.
