I work in the oil biz and haven't heard of anything like this. If it were true, I would think I would have heard it. Hopefully it is just a nasty rumor.
But (the nit-picking) you mention a 55 billion deficit. Rod mentions a 3 trillion debt. Debt and deficit aren't the same thing.
