I was just reading something about the neurobiology of Asperger's, and this thread reminded me of some of the concepts I had read about.
My guess is that Phillipa did not make an absolute statement in a literal sense. Much like when a person says "It's freezing in here!" - it is likely he is not implying that the temperature of the room is technically below the freezing point. Instead, he is using emotional cues in speech to communicate his feelings and perception of how cold he feels and also about how he feels about the cold - which communicates 2 concepts simultaneously.
Unlike Vulcans, humans don't always speak from the literal sense, but add emotional undertones to the symbolism of language to communicate one's feelings about something and to sort of transfer that feeling to another individual as an instinctual act related to seeking human connectedness.
