I am unsure as to what you are wanting to mean here. If you could post answers to the following, then I could have the opportunity to respond accordingly.
A. As to your use of the word {is} here, are you wanting to mean that in your opinion truth is ephemeral or it is a fact that truth is ephemeral?
B. If you are wanting to mean that truth is ephemeral as being in fact so, could you post here some authority for that?
