We have time and time again here gotten into the subject of popular, "really needs this board" or good contributing folks being, in my opinion, seen differently in terms of the fairness of their PCB's and blocks. I have seen lenency given more often than harshness as a general observation.
I have also noted that more "problematic" posters who receive PCB's or blocks don't appear to receive the circle the wagons behavior. Human nature being what it is, I do think it would come down to liking, disliking, empathy, etc. - without alot of objectivity - if these decisions were based on poster's deciding.
I think while these boards are peer driven but they are not peer run and we know that when we register and agree to terms of use. I think it's pretty clear the behaviors that are expected here and that, in my opinion, is informed consent to adhere or CHOOSE not to and live with the consequences.
