Wow! That stinks. It's not all that easy to get rid of a tenant in some cities in the US, though, since there is no limit on rent increases, landlords will generally get rid of people just by raising the rent.
But in the US, this would not be a tenant situation, but a roommate situation and few courts will require that people should put up wth problems with a roommate. I'm sure there are situations where a roommate refuses to leave and you have to go to court to get them out.
Back when I had a big place and needed a roommate, I interviewed a woman with a baby (it was two private rooms with a private bath in this enormous apartment). I told her no - if it didn't work out, I'd be hard-pressed to throw her and a baby out on the streets and the courts would probably give her lots of time to move, if it came to that.
