Take a cloth - terrycloth - an old 'face cloth' would be good as it has a bit of roughness to it.
I would just use warm water, maybe with a touch of vinegar to it, but you probably don't need it.
Have a pail with the water in it so you can rinse your cloth.
Dip the cloth into water, then wring it out so it's not dripping at all. Then just start at one end of the blind - hold the blind with one hand & wipe it with the other. How frequently to rinse out your cloth in the pail depends on how much dust has accumulated. If you see the cloth starting to look a bit dirty, rinse it & wring it again. You might have to change the water part way through.
That's how I'd do it. It'll take a while, but it should work.
