Absolutely spay her. Not only does it decrease the chance of cancer, but your house will stay cleaner, and Chloe won't have the psychological ill effects of twice a year looking for something she can't have.
I spay mine as soon as I possibly can, and my vet doesn't consider it necessary to wait for their first heat. I tell him to tell me the earliest possible age, and I do it then.
And while you're at it, don't forget to microchip her if you haven't already. Even the best protected dog can get separated from its owner, and microchips are now the accepted method of checking for ownership. My vet won't even accept boarders unless they're microchipped.
