Seeing someone who is a fairly public figure and who represents strength control and order take their life during this time, must touch about every emotion one has. It's heartbreaking, and many people probably have thought about doing what he did and now think "If he sees no hope, how can I?" Though, it seems probable to me that the disaster was his final straw. Police have a particularly high rate of suicide, and the hopelessness he felt during the flood was undoubtedly influenced by what he'd seen before.
