I have counselled many OCD Stalker types, but never a team. One guy shared that he was driving by his ex-wife's house 600 times per month (20 times a day) and couldn't seem to get a grip. He never interfered or threatened her. Just kept czeking her out, over and over, not even knowing what would ever produce a confrontation or a resolution. It was just a habit that fueled itself; a viscious circle.
I don't think I could recognise the symptoms in these stalkers without a victim complaint. I will wander the Web to find more details. Thanks for the heads up. I suspect there is a transcendent motive that sweeps over them, confusing reality with never wanting to be known as "less-than" or "left-out" among close friends... Also, what is(are) the "ring-leader's" motive(s)? And what powers does he hold over the rest of the "tribe"?
