It is really hard, and no magic answers. If any of the clique at work seem at all worth it, have a neutral chat when they are on there own (eg making a coffee) and get to know them a little. And if anyone else new starts, I bet they will be delighted to meet someone approachable!
Neighbours? There must be things you can share that are irritating, as a starter (parking, noise, etc etc).
Activities outside work. I know zilch about Detriot, except it is a city so will have a range of things going on? Its finding something that is available, involves other people, and interests you- could be sport/fitness classes or club, some adult education course in the evening or weekend (DIY, cooking, philosophy, salsa...)
I have absolutely no interest in religion, but if you do, church has a big social aspect (I have heard!!), if you go to one that has some younger people).
Mind you, I have a nerve saying all this as I am hopeless myself! But then I have nice people at work.
