I was a manager of Software Engineers. For almost a full year, I did very little other than read resumes and interview people. For much of the rest of the time I spent at least 25% of my time doing that.
P.S. The most important thing is the "fit" between the candidate and the job/company. You can have a great candidate who doesn't fit a particular job at all, or a candidate who you really might not like, but who would do the job wonderfully. Pick the one who would do the job wonderfully. They will do a better job and be happier.
