Weird. Well, it's insanity (no pun intended) to deny medication that HELPS people just because SOME people abuse it. It's called "shotgun management" which we use a lot in the Postal Service. Punish all the Postmasters because a few are screwing up. It's more anticeptic that way, don't you know. After all, "we are treating everyone the same way". Bull hockey!
