I had a nice reply written and lost it, hence my foul language.
Here's a shorter version. All people or beings with bad karma should come back as trees. This would halp them to learn how helpful they could be and how dependant they are on other beings. And the slower the learner the more hardy species they would become.
Myself I toyed with the idea of coming back as a wind, but it was too exhausting. I settled for a rock. No emotions. Just an eternity of observing.

ps i would work my way into Someone's shoe. they could shake me loose but then i would get stuck in their sock just to be thrown to the mercy of their vacuume which would fling me off again and the cycle would repeat
