NCEA level 1 students were accientally given the level 2 examination (or maybe level 2 students were accidentially given the level 3 examination...
nobody noticed / complained.
they said they couldn't give them the higher level credit (no matter how well they did on the exam) because they hadn't been enrolled in that programme of study.
because our qualifications are all bums on seats (that's how we keep the crime rate down) and not competence based.
we only have one rule about competence: when people are competent they do not receive credit or payment for being competent. the only people who have money and titles are the grossly incompetent.
in order to get governmetn permission to do x you need to persuade everyone that you are incapable and incompetent when it comes to x.
becuase we don't want a functioning stock exchange.
we don't want clean drinking water or swimmable beaches.
we don't want vaccinations.
we don't want buildings.
we don't want bridges.
we don't want computers.
we don't want cars.
we don't want anything anything anything at all...unless we get it as hand-outs for having a cry about our gross and utter incompetence.

and we should be careful not to read anything that isn't on the government approved reading list.
