There are cases where he hasn't been (e.g., one poster got a lengthy block for 'sh*t' without an asterisk, another merely got a redirect - which indicates that he saw it). When the inconsistency was pointed out he said something along the lines of leaving the past in the past even though the blocked poster was blocked in the present (and well into the future).

I used to. Because it used to be. Nowdays... The relative lack of posts (and the ability to only check up on those that were reported / or not) makes things a lot easier.
