You asked,[...how does advertising ones' self as...serve an administrative role...?].
Now if someone printed a testimonial about Mr. Hsiung that he was a ..., then that testimonial is suspect to the veracity of it's claim. The statement, if it conforms to the truth, could give credibility to Mr. Hsiung's claim that he is doing what will be good for the community as a whole and not only that, but members are to try to trust him.
OTOH, if the claim does not conform to the truth, then the crdibility of the person in question could be suspect. This then could cause the member's perception of what Mr.Hsiung does as to if they could give their trust to his administration of this site.
History shows many that said the same things as Mr. Hsiung prints here in his TOS, that is that they are doing what will be good for the country as a whole, and to trust them. The aspect of that concept depends IMO on the member's understanding of what the statement means in relation to the mind.
Without defining what good could mean, and as a whole could mean, one has an abiguity that could cause others to form their own concept of such. They could look back into history and think of those that said that and what happened to those that trusted those that said such.
Your question asks why. I say (redacted by respondent). But I see your questions here as ligitimate questions that could be good for the community as a whole, trust me.
