My p-doc's card says that she is the Chief psychiatrist. What does this mean?

Typically it means "head/person in charge."

Spriggy is right. She is probably, because of experience, in charge administratively, anyway, of what goes on in the psychiatry department. She may also be the "boss" (reviews performance, etc.) of the other pdocs, as well as others (technicians, for example) if there are any.
That brought back a nice memory. My ex-T., a pdoc, also had the title of, "Chief, Psychiatric Services." I liked to tease him about it whenever I could. Because in the military clinic where he was then, even though there were/are psychologists and a number of social workers and technicians, the way it was structured at the time...he was the only person in "psych services!"
Heh-heh, he was Chief of himself :-)
I used to ask him how on Earth he could manage such a big (well, he is 6'6" !) department, and if the people who worked for him gave him a hard time....bad jokes, all, but he always laughed anyway...;-)

Its probably a typo and she'll cook you dinner lol!

i think it means... she is admin. in charge of the other staff / p-docs.
which really means... if they make a mistake her head will roll

I have no idea how the Department of Psychiatry at my University is structured.

The one who descides where the wigwams should be places, near the forest or by the creek.Chief = head master, big wig, super nova of the gallaxy, the one who has no boss.
Of course if she is the only one there, then it is a glorified title that means nothing.
Like me for instance.
The following are titles I give myself when needed:
The Queen. (No explanation needed)
Domestic Goddess. (again, need I say more?)Head of Logistics. (Now this title simply means I gotta figure out how to fix the toilet when noone else can, as well as why the fax machine is eating paper)
Office Administrator. (Office staff of 3. How much administering do I need to do.... Pay these bills, don't pay these. Tell them I'm out of the office. No, we cannot donate to the little league this year, we can't pay our phone bill. Yes, you can take tomorrow off, we can't afford to pay you.
and so on and so forth
