If you're in a new clinic, they will not be able to access your records from a previous clinic unless you consent.
I don't think there's anything wrong in saying you'd rather not consent.
When I saw my third pdoc, I told him I'd prefer that he gain his own impression of my issues since I thought that allowing pdoc 2 to see pdoc 1's records influenced pdoc 2's conception of my issues and his treatment.
He was perfectly ok with that. He did in fact come to a conclusion different than pdoc 1 or pdoc 2 and I found his treatment strategy far more helpful. I'm not sure if he would have conceptualized my problems the same way if he had had contact with the other two.
If something comes up in the therapy where getting the previous records had specific usefulness, you can always revisit the question. But unless you found your previous therapist extremely helpful (and maybe even if you did), fresh eyes can be a good thing, I think.
