It is my experience that it completely depends on the type of insurance. If you are planning on gettng an individual plan, absolutely, you have a preexisting condition. There may be "only" a 6 month wait to get covered, however. Things are very different from company to company.
If you join a group: either through a job or through something like Kaiser (do you know Kaiser?), you'll have better luck. They usually have higher rates because they have to cover everybody in the group, no matter what they have. Insurance is so complicated. The other consideration is where you want to live. I live in a kind of rural area (North of the Golden Gate) and we have less provider choices.
BUT, if you are going to a fairly large University, they are most likely to have a health center and mental health resources for students. I'd check with them also. I know the UC system here in California offers students low cost health care in addition to on campus resources.
