that's the most important thing to remember. that development is the default trajectory. that's what evolution etc showed us. that naturally, when left to their own devices, things display variation and variety and complexity. complexity naturally emerges and things develop.
so when you have a case of stagnation where things aren't developing or progressing... situations where people aren't spontaneously developing things like language and so on...
the appropriate questions to be asking are what (or who) is responsible for holding these people back. what (or who) is responsible for preventing development?
and, of course, 'who profits' from the prevention of development. becuase usually it's one and the same.
it's a psychological thing... where people like to hoard animals in conditions of sickness and deprivation and torture. where people like to keep communities of people like that.
