apparently the 'legal aid' system pays too little and requires too much paperwork.
i have the solution:
say 'in exchange for professional practice certificate you are required (amongst all the other requirements) to do... [I don't know... 80 hours?] of pro bono work per year'.
and if people try and cheat it... then 160 hours... until they learn / never obtain paid employment as lawyers.
problem solved.
