they don't process the applications.

they don't process the applications for specialist training colleges.
they don't publically advertise jobs.
they don't develop better systems involving improved balance of power and higher levels of accountability.
they don't work to improve anything at all.
they only work to make things worse and worse and worse and worse and worse for increased profits for a select few.
