At the time of the AIDS thing with GWB there was a heightened awareness of the need to diversify out of middle east oil, and lots was being discovered off the coast of Africa. There seems to have been a bit of a scramble. I read that the Chinese offered the rulers of the Congo (Zaire) $6 Billion for their cobalt and some other minerals, and this has something to do with Nkunda and the Rwandan backed insurgency there.
