The plan, as I understand it is this.
No fundamental mistakes were made.
Victory is essential and possible.
It would be folly to withdraw the troops.
Troop levels are unable to achieve victory at current levels.
Therefore there must be a surge.
When this fails, the troops can be withdrawn and it will be the fault of the Iraqi Government.It's a plan, it may even be devious, but it doesn't sound like it makes it to cunning.
Very likely I've missed the point.
