Essentially, yes. It's able to catch the basic forms of vulgar words, as it says here in the FAQ:

If you have automatic asterisking turned on (and don't bypass it), the server takes care of potentially offensive language, but some unnecessary asterisking may occur. If you turn off automatic asterisking, you have more freedom to express yourself, but you're also responsible for your language."
.....and you can fool it by combining one of those with something to make a new, compound word, as you did. Which, BTW, I do realize could have been totally inadvertent on your part :-)
Also, do you have yours turned 'off?' It's on by default, but it's a setting you can change.
