Actually, there is also "targeted" bombing, which is different. An example would be the laser guided bombs that were used in Baghdad. It's much newer technology than WW2.
The idea is to take out specific targets and minimize civilian casualties. They are amazingly accurate, though even they occasionally go off target.
Carpet bombing is the practice of dropping hundreds in an area hoping they hit something important. It's rarely done anymore.
The idea behind carpet bombing is to break the will of the people. The idea behind target bombing is to take out their military capability.
I hate all bombing, but this is a big improvement in technology - if you're a civilian.
