we have not heard about the corrosive effect on legislative authority of gee dubya's "signing statements", but he feels he can sign anything and then issue a statement that explains he will do whatever he wants.
John Dean explains it better.and resident Shrubya did give himself an escape clause with his signing statement on McCain's anti-torture bill.
