Yes, you're right. There are two things though. The quantity of pot needed for medicinal purposes is much lower than that needed to become high. (1 puff for me was sufficant to induce anxiolysis, appetite and sleep.)
When they say marajuanna is worse for your lungs, that statistic may have done somthing like comparing equal volumes of tobbaco smoke to marajuanna smoke. For many medicinal marajuanna user, that may be a grosly unrealistic way to compare the two since they would not smoke the same volume as the average cigarette smoker.
There are other ways to consume it, such as vaporization, but I don't know too much about that.
