I was a bit surprised myself, although I certainly recognize that two reasonable people can read a post differently. I don't really understand how it's possible to bring up such things for discussion if the original statement isn't quoted or paraphrased or linked. The only other way is to make vague references to it, and leave people to google it.
My own belief is if something isn't really clearly a violation of board policy, it would lead posters to feeling safer in general if it were explained in a PBC rather than resulting directly in a block the first time. I'm not theoretically opposed to blocks, even longer ones, but I think the long ones especially should be reserved for when a poster has reason to suspect that their post might result in a block.
JMHO. Thinking how upset I'd be if a post I thought was innocent resulted in a block.
