That's a good pick-up muffled. There really is that difference in reactions to blocks and all they entail, and I think this comes across in dialogs about blocks and rules and stuff.
And it does make administration a bit more difficult at times. I know that when I was a deputy and I had to PBC or block someone whom I knew was highly likely to feel triggered, intensely upset, etc., I had to sometimes actively put that out of my mind once the decision was made. I didn't have to work so hard mentally about blocking or PBCing someone whom I thought would be highly unlikely to react so strongly. Yet the two folks should receive equal consideration about a block or PBC regardless of how they may or may not react.
At any rate, you pointed out a significant, at least to me, difference in reactions, and it's something to think about.
