maybe people don't think they're literally blocked-- and are testing to see if someone (ie a deputy, I suppose) tells them they still are?
I don't know, if not that. Hmm. Or maybe they think that if they're blocked and they successfully try to post, it will be held against them, so they use the phrase testing to indicate that they're not sure if it's okay?
Or maybe it's magical thinking, so that they won't feel silly if it doesn't go through, even though they already know that they aren't sure?
