I think they (at least in theory) can receive babblemail. Maybe one day that that clich will be worked out.
At first blush I thought it was outrageous that a blocked poster couldn't send babblemail as well.
However, things can get pretty heated on the board and I've seen some posters just attack another poster.
Now if the attacker is blocked, but could still send babblemails, then what is to stop them from continuing the attack via babblemail?
In theory, blocks are designed to be a cooling off period to allow a poster to step back, calm down and potentially return to the board after the intensity of the moment as gone. I think that should apply to sending babblemails as well.
I'm on the record, however, for believing that blocks should be no more than a week.
My question is though, if a poster who is blocked received a nasty babblemail from another poster can they forward that on to Dr. Bob for a civility determination or do they have to wait until their block is over?
