DR. Hsiung,
I am requesting that you take into consideration my suggestion to dismantle the system in use now and replace it with my system.
My system would give each poster a rating number that would rise or fall according to how your rules/policy are followed here. This would replace your code of civility here for blocking, but not the code itself.
Each member would start out with a rating of 1000. When a post has something that could be detrimental to the community, a loss of a particular number of points could then lower the member's rating. The member would not be blocked.
And any post that does not result in a loss of points, could be eligible to receive points added on to their rating.
This rating number of each poster will be tracked by appointed rating keepers, rather than deputies. There could be a graduated point reduction according to the severity of the post in relation to its harmful potential to the forum. For instance, using language that could offend others may be a loss of 5 pouints, while accusing another could be a loss of 10 points.
This could allow other members to judge the civility potential of the member's post. I do not think that it could judge the credibiity of the member's post. But that could also be subject to another rating along with the point rating. A star rating could be used, such as a 5-star poster or a 4-star poster based upon past credibility to their contributions. So we could have a 5-star poster with a very low point rating for civility.
Then we could have a rating for longevity. Perhaps a colored indicator next to each member, such as green for a new member and orange for a member of one year and red for a member of 2 or more years and purple for a member of 5 years or more.
I would be glad to avail myself to constructing this new system and create the point system for civility and the star system for credibility.
Now there could be a situation whee a member's point rating becomes so low, that they would drop off the board. So in a sense, a block could happen. I would set the threshold at 500. If a member's rating fell below that, I could agree to a block of 1 month.
