I think the original rule has been expanded from harassment only.
One nice thing about DNP's is that they also prevent the requester from posting to the requestee. So it works both ways. That's why it's a good cooling off device.
It definitely has flaws though. And I think as part of the nature of the beast they aren't really correctable.
