Indeed it is. I got penalized because I called an e-mail *nasty*
I was allowed to say I was "shocked and horrified" which was suggested to me as an alternative.
Which also would have been a lie.
I wasn't.
It was obvious though, that someone could have been.
I'm not allowed to say that was what the intent of the e-mail was, but it failed miserably
And had I been, I wouldn't have wanted to announce it.. why?
How much more satisfying could it be for the e-mailer - who -is -not- a- coward to think that her e-mail
