Requesting civility clarification!!!

It would appear that one poster's request for civility to another counts towards a block - that's pretty bizarre. JYL just got blocked by gg. I thought that PBC's had to come from a deputy or Dr Bob?? I am wicked confused now. That would mean that *anyone* could decide that I'm uncivil and I could be blocked for it??
Er... trying not to be outraged and merely extremely puzzled...
