So if they want to stay, they can stay?

In that case, in this context, where arrangements don't need to be made elsewhere, wouldn't it just convey that they aren't welcome?

Sorry, I don't mean to make you feel punished -- or low or rejected or humiliated or anything. And I appreciate the time you took with your wording. But, ridiculous though it may sound, it can take a lot longer than an hour to learn your way through this "minefield"...
