I'm open to suggestions, but I don't think it would work to try to base administrative decisions on intentions...

I guess the idea is to give people the benefit of the doubt to start, but if over time they're unwilling or unable to follow the guidelines, then to try to focus more on the needs of the community?

I'm sorry it came across as flippant. But for me it's a real issue. Let me try again? If one "honest" man is allowed to steal, then are all such men? If not, does that mean some families deserve to go hungry? If so, which ones?
