To save them on the server, log out. To delete them from your computer, clear your cookies. To restore them from the server, log back in.
Cookies are essentially small files that the server keeps on your computer. PB uses one to keep track of when you visit each board, so it updates them (on your computer) as you surf around.
In theory, they could be kept on the server instead of on your computer, and then you would in fact need to log in each time you came back. But this site doesn't work that way, at least not now.
Saving cookies on the server is like backing them up. It saves copies of them on the server, but doesn't affect the originals on your computer.
If you're going to clear your cookies, that's one way to save some of them to be restored later. And if you're going to switch computers (the original impetus), that's one way to transfer them.
But if you don't do anything like that, they'll just stay on your computer until you come back, so you won't even need to log back in.

No, you only need to do that to clear your cookies.
So were you able to restore your old cookies? They did at some point get saved on the server...
