Either bend the rules for all, bend the rules for none, or create specific criteria for eligibility for parole and include it in your blocking notice.
Also let the board know when you are reducing a block. If the block is public, the unblock should be as well.
And who are you to determine that Gal, for example, would make a positive contribution to the board, while Gabbi, for example, won't? Maybe if you're going to do it, you should put it up for public comment to get the actual board participants' judgement rather than your own.
