Reverse blocking?

Can posters on this board be blocked from mentioning another poster who is absent from the board?

Like: I have posted several "Where is Harry B.?" posts. If someone (not Harry B.) says, don't mention his name again on this board, is that a reasonable request? And, I need to comply?

And, how would it be handled if his name WAS mentioned again, say, by a new poster who had been reading archives or something?

And, could Harry B. come on PSB and say I'm not coming back here ever again, but I don't want my name mentioned on any of the boards here ever? And, all posters would not be able to mention Harry B.'s name, even though he is in absentia?

I would appreciate some clarification about the "don't talk to me" rules in this hypothetical situation.
