I realize that you'll only answer this if you feel comfortable doing so, so I feel comfortable asking. :)
You may know how much I love clarification, and I believe it solves a lot of problems (although admittedly it might cause some as well). I was wondering if you could clarify your position. Are any of the following close to your position. And explanatory comments would be even better (the more clarification the better). I realize that people might not like the answers, but at least the policy would be clear. I think there is a lot of frustration in not being clear about the realities of a situation.
1) It is against my policy to reverse blocks or rescind PBC's. I have given careful thought to them before I make them and I stand behind them.
2) It is against my policy to reverse blocks or rescind PBC's. I would make an exception if I was convinced that I made an error of fact. (If I totally misunderstood the meaning of the statement.)
3) While it is against my policy to reverse blocks or rescind PBC's, I do use feedback in future decisions about admin actions.
4) I can be persuaded to reverse blocks or rescind PBC's by arguments about fairness.
And of course any other statement that more clearly explains your policy.
By the way, I noticed your graceful apologies on the threads above, and I appreciate your making them (even though they weren't made to me).
