Because the Domain Name System is a distributed service, sometimes when a web designer chooses a new IP to host their domain, several Internet routers will still read the old, cached domain information and will send that URL to the old IP. It sometimes takes a while for the new IP information for a URL to be cached throughout the distributed DNS.
