As far as the general availability of Nardil is concerned, I'm pretty sure that there is no problem. At least for Belgium I can say that with near certainty, there is no official report of temporary (or permanent) unavailability for the product. But in Belgium the brand name is Nardelzine, maybe that's the reason they didn't find it.
Concerning your doctors and pharmacists, you seem to have a hand for finding idiots. ;) The question now is basically how bad you need phenelzine. If you absolutely need it, you have to be creative.
For example, try to make a deal with the insurance. Tell them, or better yet have your doc tell them that the alternative to phenelzine is, I don't know, venlafaxine, or anything else that would be more expensive than phenelzine. If they then cover it, this might work out with your new doc (even if he's clueless what his liability concerns)...
