More is not always better. Both frequencies are stimulatory, though. It might depend upon the frequency of depolarization of the neurons being induced and the occurrence of accommodation as to whether 20 Hz is less effective. Too high a frequency of rTMS might inhibit action potentials (firings) in a certain potential of neurons.
