PPO's also need prior approval, or at least mine does.
I also would point out that, were I your parent, I wouldn't at all mind if you used an insurance card that I had given you without checking with me first. But if you went through my purse for my insurance card without my knowledge, I'd likely feel more than a bit distrusting. I don't know how your mother would react.
